About the Speakers

Cathy Weaver, CASC, CMPE, CHFA,
is a senior manager in the Somerset Health Care Team and
has been with Somerset since 1999. She advises her
physician group and ambulatory surgery center clients in
navigating compliance concerns, operational development
guidance and reviews and new facility construction.
Cathy has also developed an expertise in negotiating
contracts and fair fee schedules, while teaching her
clients the strengths their facility or practice can
bring to the payers. Cathy graduated from Indiana
University in 1994 with a B.S. in public health
administration. She holds the CASC (Certified
Administrator Surgery Center) and CMPE (Certified
Medical Practice Executive) designations, and is a
licensed CHFA (Comprehensive Health Facility
Administrator) in the state of Indiana. In addition,
Cathy is a member of the American College of Medical
Practice Executives, Federated Ambulatory Surgery
Association, Medical Group Management Association,
Indiana Federation of Ambulatory Surgical Centers, Ohio
Association of Ambulatory Surgery Centers, Kentucky
Association of Ambulatory Surgical Centers and Indiana
Medical Group Management Association.
Jeff R. Boomershine, CPA is a principal in Somerset’s Health Care Team. Jeff initially spent over nine years in public accounting as an Information Systems Consultant specializing in physician practice consulting and accounting software systems design and implementation. Jeff has worked for over eleven years as the Chief Financial Officer of two medical groups in Indianapolis—the largest reaching fifty-five physicians, and was Vice President of Finance for an Indianapolis-based provider of advanced diagnostic imaging and Leksell Gamma Knife facilities operating in thirteen states. Jeff’s specialty areas include Radiation Oncology, Diagnostic & Interventional Radiology, Orthopaedics and Ambulatory Surgery Centers. Jeff’s experience includes physician practice management; operations management including new facility design, construction, financing and start-up; new venture feasibility analysis; physician group and facility negotiations; Stark and other health care regulatory issues; physician-hospital and multispecialty joint ventures; physician practice merger, spin‑off and valuation issues; compensation plan analysis and design; physician employment agreements including buy/sell provisions; and information technology issues such as practice management systems, electronic medical records and radiology PACS systems. Jeff graduated magna cum laude from Ball State University in 1984 with a Bachelor of Science in both Accounting and Management Science (Management Information Systems).
William
T. "Mike" Carlson, Jr., is Of Counsel with
Maynard Cooper & Gale, P.C.
Mr.
Carlson's practice focuses on the special representation
of physician practices and other health care providers
in more than 30 states, and the establishment of new
ventures between physician groups and hospitals. Most
recently, he has directed ground-breaking developments
in physician-hospital integration models, physician
management of hospital product lines, and gain-sharing
programs. In addition, he serves as General Counsel for
three cardiology-related specialty organizations that
provide educational, business and advocacy services to
more than 300 cardiovascular practices. Mr. Carlson also
has a large practice in regulatory and administrative
law issues such as Medicare and Medicaid reimbursement
(including fraud-and-abuse, Stark issues, and corporate
compliance programs), medical staff issues, and related
matters. In addition, he occasionally serves as a
Hearing Officer for hospital medical staff appeals and
is trained as a mediator.
